Who runs IHSS in Los Angeles County
IHSS is a statewide Medi-Cal program, but each county runs it locally. In Los Angeles County, two organizations share the work.
The county’s Department of Public Social Services (DPSS) runs the IHSS program itself: applications, home assessments, and decisions about your hours. To apply, call (888) 944-4477. For questions about an open case or about becoming a provider, call the IHSS Helpline at (888) 822-9622, Monday through Friday, 8 a.m. to 5 p.m. DPSS has seven IHSS offices around the county.
The Personal Assistance Services Council (PASC) is the county’s IHSS Public Authority, set up by the Board of Supervisors in 1997. It runs the Homecare Registry, helps providers with background checks and enrollment questions, and is the employer of record when wages are bargained with SEIU Local 2015. Its office is at 3452 E. Foothill Blvd., Suite 900, in Pasadena. Call (877) 565-4477.
One county department, one Public Authority
DPSS (Department of Public Social Services) takes applications, sends the social worker, decides whether you qualify and how many hours you get, and enrolls providers. Call (888) 944-4477 to apply, or the IHSS Helpline, (888) 822-9622, for everything else.
PASC (Personal Assistance Services Council) is the Public Authority. It runs the free Homecare Registry, answers background check questions, runs the back-up provider programs, and bargains wages with the union. Call (877) 565-4477.
The county’s online services locator lists a separate help line for each IHSS office. DPSS and PASC send everyone to the IHSS Helpline, (888) 822-9622, so start there.

Who can get IHSS
IHSS is for people who are 65 or older, blind, or have a disability, including children, and who can’t stay safely at home without help. The California Department of Social Services (CDSS) sets four requirements for every applicant, including Medi-Cal eligibility:
The four state requirements
- California residentYou live in California. To apply in Los Angeles County, you live in Los Angeles County.
- Medi-Cal eligibility determinationIHSS is a Medi-Cal program. The county checks your Medi-Cal eligibility as part of the application.
- You live at homeYour own home or a home of your choosing. Hospitals, nursing facilities and licensed care homes don't count.
- Health Care Certification (SOC 873)A licensed health care professional completes it. The county must have it before services are authorized.
Who it's for: people who are 65 or older, blind, or have a disability, including children, and who can't stay safely at home without help.
The 45-day clock on your doctor's form
When the county asks for the SOC 873 Health Care Certification, you have 45 calendar days to return it. If your doctor needs more time, ask the county for a good-cause extension before the 45 days run out.
If the form or acceptable alternative documentation never arrives, the application is denied. If waiting would put you at risk of moving into a facility, the county can approve services temporarily while the form is pending.
Your doctor's office cannot charge you a fee to fill out IHSS eligibility forms (Health and Safety Code §123114).
How to apply for IHSS in Los Angeles County
You can start an application by phone, mail, or fax. Here is how the process works from the first contact to hiring a caregiver.
From first call to first caregiver
- 1Call or send in an applicationCall (888) 944-4477 or (213) 744-4477. Or mail a completed SOC 295 to DPSS In-Home Supportive Services, PO Box 769, Rosemead, CA 91770, or fax it to (562) 684-4264.
- 2Have a home visitA county social worker interviews you at home and assesses what you can and can't do safely on your own.
- 3Return the SOC 873Your licensed health care professional completes the Health Care Certification. You have 45 days from the county's request.
- 4Get your Notice of ActionThe county tells you in writing if you're approved or denied, and how many hours a month you get for each service.
- 5Hire your providerYou choose, hire and supervise your own caregiver. If you need help finding one, ask the PASC Homecare Registry at (877) 565-4477.
A few things the steps above don’t spell out. At your home visit, the social worker assesses the types and hours of services you need, using information from you and, where appropriate, your doctor. If you’re denied, your Notice of Action gives the reason and your right to appeal; if you’re approved, it lists your services and monthly hours. You are your provider’s employer: you hire, train, supervise, and if needed, let them go.
You can also reach the IHSS Helpline at (888) 822-9622, option 4. If you need help finding someone, the PASC Homecare Registry can send you a list of up to five available providers.
Mail your application to Rosemead, not City of Industry
The DPSS IHSS web page and the county’s January 2026 IHSS brochure say to mail the SOC 295 to PO Box 769, Rosemead, CA 91770, or fax it to (562) 684-4264.
A DPSS resource directory dated October 8, 2026 still lists the older address, PO Box 93730, City of Industry, and fax (562) 222-2827, which were on the 2024 brochure. Use the Rosemead box and the 684-4264 fax. If you are not sure, call (888) 944-4477 before you send anything with personal information.
Becoming an IHSS provider in Los Angeles County
Los Angeles County has two paths. If you already have a recipient to work for, such as a family member you care for, you enroll as a new IHSS provider through DPSS. If you want PASC to refer you to recipients, you also apply to the PASC Homecare Registry, which has its own application.
Two ways to start working
New IHSS provider
You already have a recipient to work for, such as a family member you care for.
- Call the IHSS Helpline, (888) 822-9622, to start enrollment.
- Attend provider orientation, in person or online.
- Visit a DPSS IHSS office with your photo ID and Social Security card, and turn in the enrollment forms.
- Pass a California DOJ Live Scan background check, using the county’s form. You pay for it.
- Check your clearance on PASC’s background check line, (877) 565-4482.
Join the Registry
You want PASC to refer you to recipients who need a provider.
- Be an eligible IHSS provider first: orientation done and background check cleared.
- Fill out the Registry Provider Application online, or send it by email, mail or fax.
- Or go to a two-hour Registry information meeting.
- Or apply in person at PASC in Pasadena, Monday–Friday, 9 a.m.–4 p.m.
- Providers with Tier 2 convictions can’t join the Registry.
Registry questions: (877) 565-4477 (press 2, then 1, for information meetings). Enrollment questions: IHSS Helpline (888) 822-9622, Monday–Friday, 8 a.m.–5 p.m. Background check status: (877) 565-4482.
New provider enrollment
- Call the IHSS Helpline at (888) 822-9622, Monday through Friday, 8 a.m. to 5 p.m., to start enrollment.
- Attend provider orientation, in person or online.
- Visit a DPSS IHSS office to show your photo ID and Social Security card and turn in the enrollment forms (SOC 426 and SOC 846).
- Pass a California Department of Justice Live Scan background check, using the form the county gives you. The provider pays for it.
- Check your background check status on PASC’s hotline, (877) 565-4482.
Bring your original, current photo ID and Social Security card, plus a photocopy of each. You can work for more than one recipient, up to 66 hours a week in total. Timesheets go through the state’s Electronic Services Portal or the Telephone Timesheet System, (833) 342-5388. Since October 24, 2026, the portal asks for a one-time passcode at sign-in once your password expires.
Joining the PASC Homecare Registry
- Be an eligible IHSS provider: orientation done and Department of Justice background check cleared.
- Complete the Registry Provider Application online, or send it to PASC by email, mail, or fax.
- Or attend a two-hour Registry information and recruitment meeting.
- Or apply in person at PASC in Pasadena, Monday through Friday, 9 a.m. to 4 p.m. Plan on up to an hour.
Call (877) 565-4477, then press 2 and 1, to ask about information meetings. Providers with Tier 2 convictions can’t join the Registry. The Registry is free and voluntary.
Two PASC provider pages are out of date
PASC’s “IHSS Provider Enrollment Process” page, last updated in October 2022, lists fax numbers for El Monte, Hawthorne and Rancho Dominguez offices. DPSS now lists seven IHSS offices: Burbank, Chatsworth, Lancaster, Metro, Monterey Park, Pomona and Torrance. Use the office fax numbers on the DPSS IHSS page.
PASC’s Provider Info page gives 1-888-202-4248 and 1-800-992-1660 for reporting abuse. The county’s 24-hour Elder and Dependent Abuse Hotline is (877) 477-3646, and PASC’s own Links page uses that number too.
What Los Angeles County IHSS providers earn
Los Angeles County IHSS providers earn $19.64 an hour in 2026, according to DPSS and the state’s county wage table. That is the state minimum wage plus a $2.74 county supplement. SEIU Local 2015 says pay will stay $2.74 above the state minimum, which would mean $20.14 in January 2027, but no 2027 rate has been published.
Los Angeles County IHSS pay
- Current rate2026$19.64per hour since January 1, 2026, per DPSS and the state’s county wage table.
- January 2027 (expected)$20.14per hour if pay stays $2.74 above the new $17.40 state minimum, as SEIU Local 2015 says. Not yet confirmed by the county or the state.
- After 2026TBDThe one-year contract between PASC and SEIU Local 2015 ends December 31, 2026. Watch for a new agreement.
The state minimum wage rises to $17.40 on January 1, 2027. Every county raise needs state approval before it is paid.
California’s minimum wage rises to $17.40 on January 1, 2027. The current contract between PASC and SEIU Local 2015 runs from January 1 to December 31, 2026, and we did not find a 2027 agreement. Back-up providers earn more: $21.64 an hour through the state Back-Up Provider System and $22.64 through PASC’s Back-Up Attendant Program. Every county raise must be approved by the state before it shows up in a paycheck.
The January 2027 rate is not confirmed yet
The $19.64 rate is confirmed by DPSS, the state’s county wage table and the Board of Supervisors. The $20.14 figure is our calculation: SEIU Local 2015 says Los Angeles County pay will stay $2.74 above the state minimum wage, and the minimum rises to $17.40 on January 1, 2027. As of November 7, 2026, we found no county, state or PASC notice of a 2027 rate.
Call PASC at (877) 565-4477 or the SEIU 2015 Member Action Center at (855) 810-2015 to confirm.

A regional center family? IHSS Connect helps families and caregivers connect within regional center–supported programs across California.
Find your regional center →Under the Lanterman Act, a developmental disability is one that begins before age 18, is expected to continue indefinitely, and is a substantial disability. It includes intellectual disability, cerebral palsy, epilepsy, and autism, along with closely related conditions. Regional centers also serve infants and toddlers through Early Start. To apply, contact the regional center that serves your address; each one has its own intake line or online form.
Regional centers expect you to use IHSS first
By law, a regional center can't pay for a service that IHSS would cover if you meet IHSS criteria but choose not to apply (Welfare and Institutions Code §4659(c)). This is why your regional center service coordinator may ask you to apply for IHSS.
IHSS and regional center services can be used together. Ask your service coordinator how your IHSS hours fit with the rest of your Individual Program Plan (IPP).
IHSS Connect also lists every California regional center, with addresses and websites: Find your regional center.
If you disagree with a decision
If the county denies your application, cuts your hours, or ends your services, you can ask a state judge to review it.
You have 90 days to ask for a state hearing
If the county denies IHSS, cuts your hours, or ends services, you can ask for a state hearing within 90 days of the notice (Welfare and Institutions Code §10951). Call the CDSS State Hearings Division at (800) 743-8525 (TDD 800-952-8349), file online, or use the form on the back of your Notice of Action.
If you ask before the change takes effect, ask whether your current services can continue until the hearing decision. This is called "aid paid pending."
You can also ask for a reassessment at any time if your needs change. You don’t have to wait for your yearly visit.
