You have 90 days from your Notice of Action to file an appeal. However, if you want your current hours to continue while you wait for your hearing, you must act faster.
To qualify for "Aid Paid Pending," you must file your appeal before the effective date of the reduction or termination — that date is printed on your Notice of Action. If you file in time, your current hours remain unchanged until the hearing decision is issued. Counties are only required to give approximately 10 days' notice before a change takes effect, so this window can be narrow.
If Aid Paid Pending applies to your situation, file your appeal first, then seek legal help. If you have the full 90 days and Aid Paid Pending is not a factor, you may seek legal counsel before filing.

Important Notes for Users
Capacity limitations: Most of these organizations operate with high demand and limited staff. Calling early — even before your hearing date is scheduled — gives you the best chance of receiving direct representation. If one organization is at capacity, ask for a referral to another.
Income eligibility: Nearly all free legal aid organizations have income-based eligibility requirements. Be prepared to provide basic household income information when you call.
You do not need a lawyer to appeal: Any person you trust — a family member, friend, or community advocate — can represent you at a fair hearing. You do not need an attorney. Having support of any kind significantly improves outcomes.
Aid paid pending is time-sensitive: To keep your current services active while your appeal is pending, you must file your appeal within 10 days of Notice of Action date and before the effective date of the reduction or termination shown on your Notice of Action.
