2027 IHSS Raises by County: Every Increase We Can Confirm So Far

Updated

California’s IHSS providers will see two kinds of raises in 2027. The first is automatic: the state minimum wage rises to $17.40 an hour on January 1, 2027, and no county can pay an IHSS provider less. The second depends on where you live. Each county negotiates its own IHSS wage with the union that represents providers there, and several of those contracts already have 2027 raises written in.

This article lists every 2027 county raise we could trace to a county record or a union announcement as of November 1, 2026. It is a preview, not the official list. When the new rates are confirmed in January, we will update our full county-by-county IHSS pay table.

2030

Earliest year state law contemplates moving IHSS bargaining to the state. Counties still set pay in 2027.

Raises take effect only after the California Department of Social Services approves them. Dates below are the earliest each raise can start.

Two kinds of raises in 2027

The state minimum wage sets the floor. Under California Labor Code section 1182.12, the state’s Director of Finance must decide by August 1 each year whether to raise the minimum wage for inflation. On July 31, 2026, the Department of Finance certified $17.40 an hour for 2027, a 2.99 percent increase from $16.90.

Counties can pay more, and most do. A county usually raises IHSS pay through a “wage supplement,” a set amount added on top of the minimum wage, negotiated with SEIU Local 2015 or United Domestic Workers (UDW/AFSCME Local 3930). Under the state rules counties use, when the minimum wage goes up, the supplement is applied again on top of the new minimum. A county paying minimum wage plus $3.00 in 2026 would pay $17.40 plus $3.00 in 2027.

Not every contract works that way. Some set a fixed dollar amount, and some say a wage will be “this amount or so much above minimum wage, whichever is higher.” The tables below say which kind each county has.

January 1, 2027: the new $17.40 floor

Starting January 1, 2027, no IHSS provider in California can be paid less than $17.40 an hour. After Siskiyou County approved its first IHSS contract in October 2026, SEIU Local 2015 said IHSS providers in every county will soon be paid above the state minimum. That means the new floor matters most as the base that county supplements sit on.

Siskiyou shows how it works. According to the union, the county’s new $0.85 supplement is added to the $16.90 minimum wage once the state implements the contract, for $17.75 an hour. On January 1 it rides up with the minimum wage to $18.25.

January 1: counties where the supplement rides on top

In these counties, the contract or the union’s summary of it says the wage is the state minimum wage plus a supplement. If that holds, providers should see about 50 cents more an hour once the state processes the January 1 increase, even with no new negotiated step.

January 1, 2027

Where the minimum wage increase should carry through

In these counties the wage is built as the state minimum wage plus a supplement, so the $0.50 increase on January 1 should lift the whole rate.

  5. Napa

    Supplement $4.00

All five rates are calculated by adding each county's supplement to the $17.40 minimum wage, and depend on state processing.

* Ventura's $4.07 assumes the contract's July 2026 step ($0.42) was approved by the state. Napa's $4.00 differential comes from a meeting summary, not the contract itself.

Many other counties use the same structure. If your county isn’t listed here, that doesn’t mean there’s no January raise. It means we couldn’t confirm the contract language. Your Public Authority can tell you.

Counties to watch in 2027

Some contracts end during 2027, and some counties are still negotiating. Del Norte County approved a new three-year contract in July 2026, and Amador County providers reached a tentative three-year agreement in March 2026; ask their Public Authorities for step dates.

Will statewide bargaining change this?

Not in 2027. California has debated moving IHSS bargaining from the 58 counties to the state for years, but the change has not happened.

How to check your county’s 2027 rate

Four steps, in order:

  1. Look at your next pay stub. Compare the hourly rate with the rate in our county table. A change usually shows up a pay period or two after the state approves it.
  2. Call your county’s Public Authority. It is the employer of record for bargaining and knows when a rate was approved. Find yours on the CAPA county directory.
  3. Check with your union. SEIU Local 2015 Member Action Center: 855-810-2015. UDW Member Resource Center: 1-800-621-5016.
  4. Report a pay error. If an approved rate isn’t on your check, call the IHSS Service Desk at (866) 376-7066.
